Rockstar Games stated that GTA PSP will be an all new title and will be set in Liberty City. Both title are said to be released near the PSP US launch.

Pursuit Force PSP Announced
Big Big Studios plans on releasing a game based on the other side of the law.
The law enforcement title called Pursuit Force will allow players to take on the role of a law enforcement officer as you chase down suspects with your squad car, motorbike or other vehicles. The game appears that it will be much like Grand Theft Auto and is scheduled to be set in a large open city and allow players to get out of the vehicles and chase criminals down.
One difference from the Grand Theft Auto series is that as a law enforcement officer, you will be penalized for injuring pedestrians and destroying property.
